According to the Card ruling page..
Bonding:
The superior form of Bonding cannot be used if you do not need the stealth at the time you play Bonding. [TOM 19951109]
So is it correct to say that I can't announce a +1 stealth +1 blee? I have to wait until a minion attempts to block? I am confused.

Imagine it was Lost in Crowds. Could you play Lost in Crowds prior to needing stealth? No. Same with Bonding at superior. Think of the superior as being like Lost in Crowds (or any other routine +stealth modifier) that also happens to give you some bleed.
In general, it is usually strategically strongest to play bleed action modifiers after blocks are declined - why waste them on an action you don't know is going to be successful? So in general you wouldn't usually want to play Bonding prior to block attempts anyway. Obviously, sometimes this is not true - the usual example being that there is a potential blocker with Blessing of Chaos available. In that case, if you wanted to guarantee being able to play Bonding, you would need to play it at inferior prior to allowing your prey the chance to block.
