Amaravati can burn more than 2 blood to give more than 1 vote to each ready assamite?

Actually she can give more than +1 intercept paying more than 1 blood.

No, he can do it once per political action.

She can, because she doesn't use the "During an action, Maris may..." style of wording. Nor does her text say she can only do it once per action. So nothing limits her using it repeatedly.
