times Couple questions about Prisci

Here are couple situations that have come up recently in games and wasn't sure how they would go.

1) Gratiano has Condemnation: Mute, how many votes does he have in the prisci sub refendum. a) 2 because Mute doesn't affect prisci sub referendum, b) 1 because Mute does affect it and removes the vote from his title but he still gets the 1 from his special, or c) 0 as with his special he has 2 votes in the sub referendum and Mute give him -3 votes always which negates those.

2) Do prisci burn/gain blood for voting in the prisci sub-referendum in a referendum affected by superior Madrigal?

Only usable during a referendum before votes are cast.
 [REACTION] Only usable by a reacting vampire. Gain 2 votes.
[mel] [ACTION MODIFIER][REACTION] Gain 2 votes.
[MEL] [ACTION MODIFIER][REACTION] As [mel] above, and any vampire voting in agreement with this vampire gains 1 blood from the blood bank. Any vampire voting in opposition to this vampire burns 1 blood. Blood is gained or lost when the results are tallied.

1) Gratiano has 0 votes in the sub-referendum would be my ruling.

2) I was under the impression that the Prisci can gain from this, but if you control a priscus and the prisci vote is in favour you personally don't gain from bribes unless you have other votes in favour.

I'd say: Gratiano has 2 votes in the sub-referendum. Political modifiers don't affect the sub-referendum, unless otherwise specified. As for Madrigal, the Prisci don't benefit from this as the Prisci never personally vote in favor or against anything. It's the Prisci block that does the actual voting.

Condemnation isn't really a modifier since it permanent effect and just says flat -3 votes without any specifications to when or to what.

Condemnation: Mute doesn't affect Priscii sub-referendum. Gratiano would still express 1+1 ballots in there as long as he is a Priscus [LSJ 20070612] . If he becomes Archbishop, he gets -3 votes in the normal referendum - but would still get to use that Priscii subreferendum additional ballot.

2) Do prisci burn/gain blood for voting in the prisci sub-referendum in a referendum affected by superior Madrigal?

Yes, but only if they voted against/in favor in the subreferendum [LSJ 20020122] . If Korah votes in favor and Gratiano votes against, Korah gains 1 blood and Gratioano burns 1 blood when votes are tallied.

:woohoo: Wow! Gratiano keeps his extra Priscus vote even when he gains another title. Never thought of that...
