Twilight camp: Master.
Put this card in play with 4 counters. When you put a non-titled, non-anarch vampire in play from your uncontrolled region, you may burn a counter from this card to make that vampire anarch (and independent). You may burn a counter from this card to add a blood to an anarch as a master phase action. Burn this card when it has no counters.
Contest Rule book section 4.1
Some of the cards in the game represent unique resources, such as specific locations, equipment or people. These cards will be identified as "unique" in their card text. In addition, all crypt cards represent unique minions. If more than one unique card with the same name is brought into play, that means control of the card is being contested. For the duration of the contest, all of the contested cards are turned face down and are out of play. If another unique card with the same name is brought into play, it is immediately contested and turned face down as well.

Smudge is controlled by Meth A. Meth B has a twilight camp. Smudge is influenced out by Meth B. As he contest as he is brought into play, in other words, moved to the controlled region, he seems to be able to trigger twilight camp before being turned face down and out of play.

Sort of.
When you bring a vampire into play contested, you can use effects that trigger on entering play - even though you're immediately contested.

However, you don't actually enter play, which is particularly important for cards that have special abilities that are permanently on but don't specifically trigger on entering play (e.g. Jan Pieterzoon).

When you bring a vampire into play contested, you can use effects that trigger on entering play - even though you're immediately contested.

That is the official rule.

Incoming copies of contested cards do not enter play prior to being contested. Any effect the new copy of the contested has for being in play is not activated prior to the contest. [RTR 20030519]

Contesting: The incoming contested card has no effect prior to being contested. That is, if you contest an Elder Library, you don't draw up to your new Elder Library hand size and then discard when the Library becomes contested - it is simply contested. Likewise contesting Jan Pieterzoon doesn't cycle a card from each player's hand.
