The only exception is blood: taking an action that affects (steal, burn...) blood (or tokens) from a vampire targets the vampire itself.

No. Stealing an equipment from a minion doesn't target that minion.Does secure haven prevent Alexis Sorokin from stealing an equipment from the vampire with secure haven?
Alexis' ability is a directed action, but it doesn't state what is the actual target.. Just the equipment itself or the vampire who Alexis is stealing from?

Correct. Similarly, burning a location on a minion (for instance : Arson on someone's Secure Haven) isn't a action against that minion, but against the location.
