It's the same thing in combat: if you declare no pre-maneuver, you give the impulse to the opposing minion. If he doesn't use it, combat moves to the maneuver step.
Or if you don't maneuver, you can't wait for the opponent to declare that he doesn't maneuver in order to play a maneuver.

No. You only get the impulse back if he does something.
Also remember that after you take your Enkil Cog action, remember that impulse passes on to the player who's turn it is so, if they still have minions which ccould act, they can chose to do so.
If I give him the impulse, and he decline to act, may I act again?
