Has no text that says it can not be played against allies, but it is a frenzy card. I've never seen a frenzy card playable against allies.

I can't see no question in your post, so I can't answer.

By the way, Terror Frenzy is a frenzy card that has been working against allies since long ago.

The answer to the "question" is if it says minion, it means minion.

Dam the Heart's River

Frenzy. Only usable before range is determined. A vampire can play only one Dam the Heart's River each combat. This combat, each strike or damaging effect made against the opposing minion inflicts +1 damage. As above, and this combat, strikes cost the opposing minion 1 additional blood or life, and the opposing minion can choose not to strike.

More to the point, SUP mentions blood or life, if you hade further doubts.

Blooodlust can also affect allies:
+1 stealth action. Frenzy.
 Choose X minions and put this card in play. Each chosen minion gets an optional press each combat and may enter combat with any minion as a (D) action. Burn this card at the end of the turn.
 As above, but choose X+1 minions.

"Frenzy" is just a meaningless pkeyword, like "electronic" or "Gehenna" or "mage" or "Black Hand". No rules exist that mean it can only apply to vampires, even if WoD lore might point that way. It just does whatever cards say it does.

And in general, it's easier to blur a few boundaries rather than have hyper-segmented keywords, because then cards interact with each other more. (Of course, you can go too far the other way.) Making all sorts of anger/brutality-type effects into "Frenzy" seems reasonable. If we had more werewolf cards in the game, it would probably be too pick to have a vampire frenzy keyword and a separate werewolf frenzy keyword - just control what you want through appropriate card text.
