A Secure Haven can prenvent other vampires to burn Lord of Serenity?

for: Rescue up to two vampires from torpor. Any ready vampire may attempt to block this action.
obe: Put this card on the acting vampire. During your untap phase, this vampire gains 1 blood. Any vampire may burn this card as a (D)

action.
OBE: As Obeah above, but this vampire gains 2 blood.

Secure Haven
Master: unique location. Haven.
Put this card on a minion you control. This minion cannot be the target of other Methuselahs' actions. Any Methuselah burns an additional pool when playing master cards on (or that target) this minion. Burn this card if this minion enters torpor. A minion may have only one haven.

No. An action against a card on a vampire is not considered as directed at that vampire.

Only directed actions targeting the minion are restricted. Actions that target retainers, equipment, or other cards on the minion (like Atonement) are allowable, as are actions that target card not on the minion, even if such cards have "named" or "chosen" that minion (like the Rack).
