Does "FBI Special Affairs Division" trigger again? was created by Hakuron
Cardtexts first ...
FBI is in play. Ally A successfully blocks vampire V and is burned in the resulting combat.
The controller of ally A successfully plays Left for Dead.
Vampire V takes 2 unpreventable damage. FBI gets a counter. Ally A is alive with 1 life, tapped and has Left for Dead on it.
So far so good (and clear due to LSJ's answer here: www.tomshardware.co.uk/forum/74394-13-left-dead-special-affairs-division).
Now another vampire W takes an action. Ally A (still with Left for Dead on it) plays On the Qui Vive and successfully blocks vampire W.
Ally A enters combat and is burned due to cardtext.
Question: Was ally A actually "in combat" the second time? Does FBI trigger again, thus vampire W gets 2 unpreventable damage?

Event. Government.
When an ally is burned in combat with an acting vampire, put a counter on this card, and that acting vampire takes 2 unpreventable damage (after combat ends). Burn this card when it has 4 counters.
Master: out-of-turn.
Only usable when an ally would be burned in combat. Combat ends. Put this card on that ally; that ally is not burned. Put 1 life on the ally from the blood bank if he or she has no life. Tap the ally. This ally does not untap as normal. If he or she enters combat, he or she is burned. Burn this card during his or her next untap phase.
FBI is in play. Ally A successfully blocks vampire V and is burned in the resulting combat.
The controller of ally A successfully plays Left for Dead.
Vampire V takes 2 unpreventable damage. FBI gets a counter. Ally A is alive with 1 life, tapped and has Left for Dead on it.

Yes. Left for Dead burns the ally when the ally "enters combat".
Things that trigger on "enters combat" happen inside combat. This is the reason that Legacy of Power - a reaction card is playable in combat.

(LSJ said he meant to change Legacy of Power to work before combat and prevent the combat from starting when it was reprinted, but apparently forgot to do so in the Tenth tins.)

Yes. Left for Dead burns the ally when the ally "enters combat".
Things that trigger on "enters combat" happen inside combat. This is the reason that Legacy of Power - a reaction card is playable in combat.

LoP: "Only usable when a vampire you control enters combat. A second vampire
you control may play this card to end combat."
LoP cannot be played when combat has not yet started.
