Requires: same circle Sanguinus
Cost: 1 blood
Requires a ready untapped Blood Brother of the same circle as another one who has just been blocked.
[san] Cancel the combat and end the action. (Do not untap the blocking minion.)
[SAN] As above, and untap the acting Blood Brother.
Does the acting or the ready untapped Blood Brother of the same circle as another one, who has just been blocked, pay the blood cost of this card?

Requires... always refers to the minion playing the card, so in that case it is the non-acting minion who plays it, with all that entails.Requires a ready untapped Blood Brother of the same circle as another one who has just been blocked.

I understood it to be played by the acting minion, as almost all action modifiers are.
It requires that you have an untapped blood brother of the same circle, but not that it is usable or playable by the non-acting vampire.

"The acting minion" and "a ready untapped Blood Brother of the same circle as another one who has just been blocked" can't be the same minion, since you must be acting in order to be blocked.
The "only acting minions can play action modifiers" rule is the default. But some cards explicitely states that someone else can play the card (eg. Veil the Legion, superior Cloak the Gathering). This is the case here.

Requirements for minion cards are met by the minion playing the card. 1.6.1.3: "Only a minion who meets the requirements given on a minion card can play it"
When Parity Shift says: "Requires a prince or justicar.", it means the minion playing the card must be a prince or justicar.
When Claiming the Body says: "Requires a ready untapped Blood Brother of the same circle as another one who has just been blocked.", it means the minion playing the card must be a ready untapped Blood Brother of the same circle as another one who has just been blocked. The Golden Rule of Cards then allows that Blood Brother to play it even though they are not the acting minion, because it contravenes the normal rules on playing action modifiers.
