Final Loosening [Reaction]
Requires an anarch.
[aus] Play when the acting vampire would gain 1 or more blood. The acting vampire and this reacting anarch each gain 1 blood instead.
[dem] Gain 4 votes.
[for] Only usable when an ally is acting. The action fails and the ally takes 1 damage. Tap this reacting anarch.

I have a question about the auspex part. Can I play this card at any time when it is not my turn? Or only when a minion is acting?

does the "any untapped ready minion" part allow a non-acting minion to play this card during my turn?
does the "Usable by an acting minion or any untapped ready minion" part forbid you to play it if you are tapped and played a wake? In other words is the text restricting me to play on certain occasions or allowing me to play next to the normal occasions?

Only when a vampire is acting.

1) By default, reaction cards can only be played during an action. Rulebook 1.6.3.6: "Reaction cards: A ready untapped minion can play a reaction card in response to an action taken by another Methuselah's minion". You need specific enabling text to do anything else.

2) The card text specifically says "Play when the acting vampire would gain 1 or more blood." Since that's when you play it, I'm not sure how you think you'd play it without an acting vampire - the card only lets you play it when there's an acting vampire gaining blood. No acting vampire gaining blood, no card play.

Yes. That can either be one of the acting Methuselah's other minions as an action modifier, or any other Methuselah's minion as a reaction. [LSJ 20090425]

There's no reason you can't play it with a Wake. Based on the same rulebook text above, pretty much every reaction has implied "Requires a ready untapped minion" card text. So Wakes cut through that requirement.

Additionally, the card taps the playing vampire as an effect, but isn't a "Tap to..." cost. For example, on Babble: "Tap this vampire to untap another ready minion. Not usable by a blocking minion." This requires an actually untapped vampire. From the wording templates section of the rulebook:

“Tap X to do Y”: Some cards use this wording, for instance: superior Bauble, Isanwayen. Such effects can’t be used by tapped minions, even by those “able to play cards as though untapped”. These effects require an untapped minion to be used. Conversely, “Tap X. Do Y” effects (for instance: Redirection) are usable by tapped minions “able to play cards as though untapped”.
