Elysium: The Arboretum / Pre Range End Combat

Hello all,

Just checking if when an acting player taps Elysium: The Arboretum before range that combat ends there and then and the blocking player does not get a pre-range phase. ie. It skips immediately to the "end of round" combat phase.

Elysium: The Arboretum
Only usable when a Camarilla vampire you control is in combat with another Camarilla vampire. You may tap this card before range is determined to end combat. Any Camarilla vampire can call a referendum to burn this card as a +1 stealth political action.

Logic is the acting player has impulse and when tapped the other player looses the chance to play pre-range cards as the effect is immediate.
