I prefer option A to option B. Combat works just fine now, it's just that the timing rules are not intuitive and transparent enough.

The word "beginning" is good for the first sub-step of a step, because it's a perfectly fine word that is already being used that way on cards. A different word (i.e. not "beginning") should be probably be used for the first step of combat, in order to distinguish the hierarchy.

I think having "start" and "end" as formal words for steps (or substeps) is problematic for two reasons. First, they are as much verbs as nouns. Second, turning them into formal terms makes them not as available for other uses (e.g. the "End combat" step vs "Strike: combat ends").
