Hello fellow Kindred.
Rather new player here. Quick rules/sequence question.
If I play an action card with the Steal Ally effect; what reactions can the opposing player perform? Can they tap and burn a War Ghoul which is the target of said action? Or is the only legal options to block or play reaction card?

Assuming they're attempting to steal an untapped War Ghoul, then that War Ghoul can tap and use his special at any time before resolution of the action. At which point the action fizzles and the acting minion remains tapped.
So you can attempt to block etc and as a measure of last resort burn the War Ghoul and a Location to prevent him from being stolen.

That's a little open-ended, but essentially any effect that the reacting player(s) want to play that is legal can be played.
But, in this case you seem most interested in effects that allies can do that will make the action fizzle.
Burning an unlocked target War Ghoul, yes.
Burning the last life from a targeted Underbridge Stray, yes.
Blocking with the targeted ally, yes.
Playing reactions cards that cost life, such as Nephran-Ka playing Spectral Divination, yes. With his last life to burn and cause the action to fizzle, yes.
I could go on and on with scenarios because there are a ton of potential options. If you want to narrow the question and ask about specific cases, that might be easier.
But, in this case you seem most interested in effects that allies can do that will make the action fizzle.

So the targeted minion can, during the action, tap to burn itself (war ghoul) and make the action lose its target and fizzle? So this indicates that the action is not instant and an another action can be played/taken to pause the action taken place (steal ally)? So in this case (steal War Ghoul) a player need to steal a tapped War Ghoul to be certain that the targeted minion does not burn itself and destroys a location instead of being stolen?

Actions are not "instant", contrary to all the other cards that resolve immediately. Actions take in fact a long time to resolve. Once the action is declared, many things can happen: a minion can block the action (resulting in a combat), action modifiers and reactions can be played, or for some actions, the target can be changed... You have plenty of time to burn the War Ghoul (whose effect is instantaneous) during an action that targets her.

"Action" has a very special meaning in V:TES. Actions are performed by minions using action cards (or cardless actions defined by the rulebook such as bleeding or hunting). It's safer. But some cards unlocks minions during actions, so you are never completely safe!So in this case (steal War Ghoul) a player need to steal a tapped War Ghoul to be certain that the targeted minion does not burn itself and destroys a location instead of being stolen?
