Gravitnir and priscus circle

Rules question: what happens if a Priscus is acting and Gravitnir uses his ability to cancel that vampire's votes?

Sabbat priscus: During a political action, if Gravitnir is ready, he
may burn a blood to force the acting vampire to abstain (this can
cancel that vampire`s votes).

So, abridged: vampire A (priscus) calls a referendum, Gravitnir cancel his votes (vampire A has no votes whatsoever, in the prisci subreferendum they cancel each other votes). The only vote that remains is that of the political action card, and the referendum passes, correct?

Or Gravitnir has all the votes in the prisci circle?

The acting Priscus abstains in the main referendum and the Prisci sub-referendum. Gravitnir (and any other sources of Priscus ballots) can vote in the Prisci sub-referendum.
