A few questions

Regarding the inferior use of Loss, does the location have to be on the minion itself or can it be any location? The wording seems to imply the former.

You cannot play modifiers during a Blood Hunt referendum, but some action modifiers played during the action may have effects that carry over to the Blood Hunt referendum. For instance, Those Who Endure Judge, grants votes during the whole action, which exist during the Blood Hunt referendum.

Depends on the wording of the card. Ventrue Headquarters is "Usable during the polling step of any referendum." and is therefore usable during a Blood Hunt. Compare it to Bastille Opera House, which is "during the polling step of a political action," which prevents it from being used in a Blood Hunt.

So even a Powerbase Madrid can be used for a Sabbat vampire that committed diablerie? Sice it just says any referendum.
