Yes, cardtext. The timing window is "when a vampire you control would successfully bleed". He fulfills the condition.
He doesn't even need the Computer Hacking to make it work:
Andre Leroux bleeds for 1. No block. The bleed would be successful since it's for 1 or more. Since the condition is met, he uses his special to modify the bleed amout: -1+2 (both decrease and increase are applied at the same time).
So final bleed amount is: 1 -1 + 2 = 2.
And now reaction cards that bounce can be played

Correct. If the bleed would be successful (condition for Leroux' ability), then it means that it's too late to play a bounce.
