Using Sargon fragments with ankara citadel...

Hi folks!

I would like to know the cost of the action to retriece a card permited by Sargon fragment
with a vampire equiped with Ankara Citadel.

Would it reduce the cost to 0?

This vampire gets superior Necromancy . This vampire can move a library card from your ash heap to your hand as an action that costs 1 blood (discard down afterward)."

"Ankara citadel

Cards costing blood cost this vampire half as much blood to play, rounded down (multiplication and division are handled first, followed by addition and subtraction)."

No. You are using the Sargon Fragment, not playing it.
