Banishment
Type: Political Action
Choose a younger ready vampire. Successful referendum means that the chosen vampire is moved to the uncontrolled region (breaking any temporary control effects). The vampire is uncontrolled. Any cards and counters on that vampire stay with him or her (but they are out of play as long as the vampire remains uncontrolled).
From card rulings:
Temporary control effects are ended if the vampire is Banished, as normal, so the vampire would be placed in his previous (permanent) controller's uncontrolled region.
I think answers is clear but we have strange scenario today in game. So if you Banishment stolen vampire him going in his previous (permanent) controller's uncontrolled region, but if this controler is ousted then Banishment vampire is remowed from game, right?

The original scenario and order of actions would be helpful to give the answer on what exactly happens in which order.
But in the end it is: The methuselah who stole the vampire will not keep it (permanently).
For example as soon as the stolen vampire is banished it returns to its owners uncontrolled region.

It really depends on whether the vampire has been stolen temporarily or permanently.

1) Vampire is going to the uncontrolled region of Player B, since Banishment only breaks temporary control effects. (see www.vekn.net/history-of-vtes-rules/443-rules-team-rulings-1-may-2000)
2) Since B was either the controller, or the vampire was in B's uncontrolled region, the vampire is removed from the game.
3) See 1) above. The only difference is, that Banishment breaks a temporary controll effect and therefore the vampire is returned to A's uncontrolled region.
edit: corrected answer later (I hope rightfully so)

Correct.1) Vampire is going to the uncontrolled region of Player B, since Banishment only breaks temporary control effects. (see www.vekn.net/history-of-vtes-rules/443-rules-team-rulings-1-may-2000)
2) Since B was either the controller, or the vampire was in B's uncontrolled region, the vampire is removed from the game.
Correct in the case the vampire was stolen temporarily (Temptation for instance).3) See 1) above. The only difference is, that Banishment breaks a temporary controll effect and therefore the vampire is returned to A's uncontrolled region.
Please disregard.
