times Tournament rules 4.5. Proxy Cards

The rule section says the following:
"As long as the game is not under production, the organizer of an event that is neither a National Championship nor a Continental Championship can choose to allow proxy cards in his or her event."

Before the Covid pandemic, I didn't really consider the game to be "under production". But since, BCP has made a lot of effort and there is a bunch of product available now. We also have print-on-demand. So we might consider the game to be "under production" nowadays.

With the release of the V5 box, interest in the game has grown in my country. But those new players don't have access to the older card pool and they would like to know if they can proxy those cards in tournaments, once we're allowed to organize them.

So the real question is: when do we consider the game to be "under production"?

An alternative solution for our situation could be to host tournaments that only allow the pdf sets and cards from products published by BCP. However, I don't see a tournament legal format to do this. Are we allowed to host sanctioned events with these restrictions? What do you recommend we do with cards from the promo packs (as they aren't universally available to players)?

I'm sure that BCP will inform when proxying will no longer be allowed.

Limited is just perfect for this.

You as a Prince purchase them and then organize an event (could be a tournament, could be a get together like "N00bs, bring a deck with you and we'll have our experienced players have a look at them and modify them with the free extra cards from our collections", etc) and then hand them over at the event. Promos are made to increase interest for events.

I know, but that means not everyone has the promos (especially from previous years), so it might lead to unfair advantages when allowing them. Hence, the question.

With a limited event you can set the boundaries on what is permissible. If you feel that promos would be a significant advantage for some players, then don't allow them. The number one goal is fun. Do what you think is right to make the event fun.

Indeed we try for everyone to have fun. I do believe this entails the tournament organizer offering a level playing field or at least doing his best for that.

In 2019, we did a launch event with just the sabbat starters. It turned out to be really balanced (the toreador antitribu was the only deck that didn't make the finals) and we all had a great time. We would've done something Similar for 5th edition, if the health regulations would've allowed for it.
