file Banishment confirmation needed on consequences of a ruling from 2000

Dear all,

I would agree confirmation about the consequence of that ruling please:
"A banished vampire will remember all effects that had been applied to him, just as contested vampires do. This includes gained or lost titles. [RTR 20000501]"

If Vampire A commits Diablerie and then it is bannished and then it get back to the ready region during my own turn.
Can my prey (next player in this example) use Calton or Sixth Tradition to burn my vampire?
Is it still immune to Slow Withering until a new Gehenna event is player?

Choose a ready younger vampire. Successful referendum means the chosen vampire is moved to the uncontrolled region (breaking any temporary control effects); any cards and counters on the chosen vampire stay with them but are out of play as long as the chosen vampire remains uncontrolled.

(...)During your discard phase, you can burn Carlton to burn a vampire who has committed diablerie since your last turn.

Not so weird if you replace banishment with lay low and you use undue influence a :qui:

I had an idea for a kind of turbo deck but sadly it doesn't works :'(
