Withdrawing with a hand size of 0 was created by Timo

The rulebook state that :

Withdrawing from the Game :
You can also end your participation in the game by declaring your intent to withdraw from it. If you have exhausted your library and begin your turn with less than a full hand, you have the option to withdraw from the game.

If I have exhausted my library and an effective hand size of 0 (due for example to a lot of gehena cards). My understanding is that I can't withdraw for the game.

Correct ?

Why ?
You can't have less than zéro card in hand so I would rule that zéro is ok to withdraw...

Correct, so you can't fulfill the condition.

Ok very strange for me.
Even if it's rather cornercase, I thought zero was a kind of "Magic" number and that less than 0 would still be 0 as you can't have -1 as a hand so I would have ruled wrongly that one...

So if you play 7 Meddling of Semsmith (or any combo of this promo and Évents that reduce your hand) you can never withdraw ?
Very counter intuitive for me, but I will try not to forget this ruling.
