file Restricted Vitae + Vampiric Disease

Vampire A is empty and has a Vampiric Disease counter.  Restricted Vitae is in play and they hunt from a younger vampire (Vampire B) that has blood.

Vampire A will gain no blood from this action because of Vampiric Disease.  Will Vampire B lose any blood?

Yes, looks like card text does not prevent the vampire a to steal the blood, but since it is a hunt action he does not gain the stolen blood for himself.
