Requires an anarch. Only usable when a blood hunt referendum passes and would burn this anarch. Move this anarch to the uncontrolled region (breaking any temporary control effects). Any cards and counters on this vampire remain with him or her (but are out of play as long as the vampire remains uncontrolled).

If a vampire plays Lay Low, is there a window before the effect resolves in which Carlton Van Wyck can burn them?

No, Lay Low is played and resolved during the combat or action that triggered the blood hunt while Carlton´s ability to burn a vampire who has committed diablerie since your last turn can only be triggered/used during your discard phase

You should also know that if the vampire playing Lay Low has since come back from the uncontrolled region, Carlton could burn itself to burn the diablerizing vampire.

(the game "remember" which vampire went to the uncontrolled and back again to the controlled region)

Yes, if Carlton is in play or you suspect someone is gonna play him next turn, you better lay low one full turn.

Here is the ruling [LSJ 20090505] saying that you can still burn a vampire that has committed diablerie that has passed through the uncontrolled region and gotten back into play within the time window of Carlton´s ability.

I couldn't find an explicit ruling saying that the game remembers vampires but the above is an implicit ruling of the same. Here is another ruling [LSJ 20001213] about remembering things given to a vampire in play that is banished and then returns into play.

Correct. He'd be burnable if he were in play during Carlton's controller's next
discard phase.
