Does an action modifier that is canceled by Direct Intervention count towards Dabbler so its effect can be triggered?

No, since there's been no action. (Dabbler's condition "after an action (successful or not) is performed" is not met)

Does an action modifier that is canceled by Direct Intervention count towards Dabbler so its effect can be triggered?

Yes, the card was played.
