file Scarce Trait, Clan Impersonation, Banishment

This may sound like a constructed corner case, but the situation came up on yesterday's table because of my looney tunes deck:

Setup:
I control Shalmath with a Clan Impersonation: Malkavian and a regular Malkavian.
Shalmath gets banished and I bring him up again the turn after.

Question:
Do I have to pay 3 pool scarce penalty because I already control another Malkavian (!)

Current Rulebook: "Scarce: When a Methuselah moves a scarce vampire from their uncontrolled region to their ready region during their influence phase, they must burn 3 pool for each vampire of the same clan they already control."

Name: Clan Impersonation
Cardtype: Action
Cost: 2 blood
+1 stealth action.
Choose a clan and put this card on the acting vampire. This vampire is considered to be of the chosen clan instead of his or her original clan (if any). This vampire can burn this card as an action.

It may be a question of timing: As the face-down Clan impersonation has no effect, Shalmath is True Brujah in the uncontrolled region, but turns into a Malkavian once he is out.

We ruled that I had to pay the scarce penalty. Correct?
