What do you fellow kindred think, can Final Loosening be played when blood is gained during combat either by participants or non-participants? If not possible, I suppose Taste of Vitae would not work either.

No, Final Loosening is a reaction which isn’t playable during combat (if not explicitly allowed by card text), not by the combatants nor by non-combatants.
