Yes.

Does A burn blood now?

No. A has already cast their votes. KC changes the way they vote but does not force the vampire to cast votes, and the blood is burned in order to cast votes specifically.

A card that would "force" A to vote would cause A to burn 1 blood if A hasn't already cast their votes.
