I would like to have some clarifications about the interaction of Secure Haven and several cards, about what "chosing" and "targeting" means:

1: Does tapping a vampire with Secure Haven with Anarch Troublemaker cost one pool?

2: does using Media Locations (KRCG radio etc) or Stealth Locations (fortune tellers shop) etc on a minion cost pool?

3: does Secure Haven prohibit using Aranthebes against a vampire for -Stealth, since he is an action that now targets a vampire?

4: Does chosing a minion for The Rack cost an extra pool, if the rack changed controlelrs via its own ability, while already in play?

The increased cost of the card is only relevant when the card is played. You don't pay the cost of a card in play when using it.

So the answer is no to all 4 questions.
