Hi,

The cost of a Minion Tap, increased by Villein, is given by the number of cards on my target minion or total controlled by me?
i.e. "I do have 3 vampires. 2 of them have 1 Villein each. If do I play my Minion Tap on the third one (no Villein), it costs me 2 pool or none?".

Trifle.
Put this card on a vampire you control who has any amount of blood and move 2 to 5 blood from that vampire to your pool. Cards named Minion Tap cost you 1 additional pool to play. Villein costs 1 additional pool to play on this vampire.

All Villeins controlled by you regardless of where they are.

2 pool, by default all card effects stack if not explicitly written that they don´t
