Karl Schrekt and Fall of the Camarilla

I was asked if Karl Schrekt could still play Justicar cards as per his ability even when Fall of the Camarilla is in play. My opinion was yes since his ability allows him to play Justicar cards and whether or not he was Camarilla still allows him to play it. My case and point would be adv Kemintiri who is not Cam but gets to play those cards if she is merged.

with tiny caveat I outline at the very end of the post that might materialize but most likely wont.

LSJ ruling from 2005 pre Karl but post ADV merged Kemintiri here;

Card text. She can play cards that require a justicar.

Just because every justicar's title is inert while there is
no Camarilla doesn't mean that Second Tradition no longer
requires a justicar (or prince).

The Only caveat is if for whatever reason "play cards requiring a justicar as if he were a justicar" is not equal to "a justicar title as if she met that/those requirement(s)". Because meeting requirement for justicar title means playing as a justicar in my mind per all the previous rulings.
