Monastery of Shadows,impulse from another player

+1 hand size. Lock to give a vampire with capacity 8 or more +1 stealth.

I beleive you can give acting player stealt from Monastery of Shadows,even if him dont want to you help him with stealth.

Example 1:
A announces a bleed. Impulse back to A.
A declines to play any additional cards. Impulse to B.
B attempts to block. Impulse back to A.
A dont have stealth,passes(probably)?
(there is no window for Change of Target,correct?)
B passes(also I beleive B have window here for Guardian Vigil).
(if B play Guardian Vigil,impulse back to A,othervise impulse going to C)
C have impulse to lock Monastery of Shadows,without asking permision from A,correct?
or can someone can give beter scenario for lock Monastery of Shadows?
