Recruiting Party

So my question is regarding the card "Recruiting Party".

As it is described, it seems like an undirected action and most recently released cards have the indicator of +1 stealth on them for being an undirected action.

So, does it have +1 stealth and it wasn't indicated for being an older card or it is an undirected action without +1 stealth?

undirected actions do not have stealth by default...this is not to be confused with the fact that there are action types that have default stealth by the rules that are undirected(e.g. hunt action, rescue from torpor action, recruit/employ/equip action etc.)
