Can he still have the effects of infamous insurgent?

No, Valerius would become Independent when merging

Yes, as its effects don't make any reference to only apply to Anarch´s and/or Red List ("This vampire").

I will add a little thing : it seems that there is no anarch counter anymore.

It has a little mechanical consequences on these kind of things because there could have been multiple layers of sect (for exemple with a writ of acceptance).

(I had to look for a different kind of counter because my point was moot with anarch counters wich are burnt when the vampire changes sect )
