Can gathii uses his ability on an action that Is not being blocked?
(Can he get stealth even if not needed?)

No, you can only give stealth if required or if the card say you can even if not needed

Gathii's ability is not about obtaining stealth, his ability is about revealing a card. The side effect of that ability is to gain stealth or burn a blood. It can be used when this is no blocker because that's immaterial to his ability (revealing a card).
