justicar vote and guard dogs was created by dalefi
Can a player call a vote to give themselves a title they already possess? A Ventrue justicar called a vote to make himself the Ventrue justicar.
Can a player play two or more guard dogs simultaneously on two or more different vampires? What about similar cards like on the que vie?
Shouldn't the first vampire to wake have to declare if he's going to block before another vampire also wakes?

when he "receive" the new justicar title he loses the old one so nothing change, this type of play can be useful for card ciclying or to play a voter captivation
when you get the impulse you can play as many reaction you want, since the guard dogs or the on the qui vive was on different vampires there is no problem
nor the wake or the guard dogs commit you to try to block, so no, you can unlock and wake your guys before declare a block attempt, if any

Slight clarification, you cannot play as many reactions cards as you want when you get the impulse. When you get the impulse from the acting minion, you can play ONE reaction card, then impulse goes back to acting minion, who would have the choice to play cards, after the acting minion declines to play cards, then you have the impulse again and you would be able to play a second Guard Dogs with a second vampire.

True, only if the acting matuselah don't play cards you will unlock/wake one each time he gives you the impulse back until both "passes"
