Party Out Of Bounds and redirect

Hi, we have a question about "Party Out Of Bounds" if I do the bleed reduction and then redirect (change bleed another player) the bleed, is it still reduce? or does it only reduce it to the mathusalea who played it?

once a bleed is reduced, the reduction applies for the reminder of the action
