In the last game we came to a question about The Louvre, Paris.

Can The Louvre, Paris target and lock an already locked minion?

I guess the rule is similar to Puppet Master / Mind Rape (can be played on a locked vampire), but I can't find any obvious ruling to confirm it.

Unique location.
You can lock this location to lock a Toreador. If you control the Prince of Paris, you can lock this location to lock a minion. Minions can steal this location as a Ⓓ action.

You can always lock a locked thing or unlock and unlocked thing unless card text prevents it.
