I have an educated guess regarding this question but I pose it anyway just to make sure.
Can Loup be played (like Repulsion OBE) even if no stealth is needed?
Reference ruling: [Superior Obeah]
Can be used even if the stealth is not currently needed. [LSJ 20011214-2]

Same ruling applies - the primary effect of playing the card is putting it in play. The rest is an effect of the card in play, thus does not limit when it can be played.
