Two questions from last week: Rotschreck and Oliver Trace
1) On Rotschreck rulings, it says that strikes don't resolve. Are costs paid?
2) Oliver Trace text says: Once each action, he may burn a card that requires Blood Sorcery Blood Sorcery from your hand to get +1 bleed. Is that on every action or is that on every of his own actions?

...Playing a Card
A card is played by announcing its effects, showing the card and placing it from the hand in the ash heap upon resolution. Some cards such as action cards are not resolved immediately; in that case, they are temporarily out of play between the moment they are played and the moment they reach resolution.
...
Each library card has symbols on the attribute bar (the marble stripe on the left side) for the card type (except for master cards), the clan, or Discipline (if any) required to play the card, and the cost (if any) of playing that card.
...
A number in a red drop represents blood cost (the amount of blood the vampire must burn). Only a vampire with enough blood on them can play a card with a blood cost. A number in a white diamond with a skull represents pool cost (the amount of pool the Methuselah must burn). Only a Methuselah with enough pool can play a card with a pool cost.
Costs may only be paid with the Methuselah's or the minion's own resources. For instance, some cards or effects have an alternative cost such as burning the Edge or discarding a card; the Methuselah must control the Edge to burn it for a cost, or discard one of their own cards in hand. Minions controlled by a Methuselah have access to that Methuselah's resources in order to pay costs: for instance, a minion can discard a card from their controller's hand.
Optional cost reducers can be used when the card is played (in order to play the card) or upon resolution (you may wait until you know the action is successful). If the card is cancelled, then the effect is not used.
Now note how Rötschreck ruling you quoted specifies strikes, not cards. To play a card, you need to pay the cost when it resolves. Strike cards resolve to become ability to choose something else then default hand strike. What's more, per rulebook later on the "cancel a card" section has the following;
Thus even if some effect cancelled the strike cards, they as they are non-action cards their cost should be paid.... If a non-action card is cancelled, its cost should be paid as normal. ...
2) Per cardtext Oliver can burn a card to get +1 bleed, if you wanted to give +1 bleed on another minion you would need text like Anu Diptinatpa where the target of the increase is stated to be something else then the minion the text is on. What's more the action has to be bleed Oliver is performing as you cannot increase bleed on non-bleeding minion (to cycle hand basically). www.vekn.net/forum/rules-questions/79757-haqim-s-law-retribution-and-anu-diptinatpa#105140
And there is the "only one bleed per minion per turn" limitation that cannot be circumvented unless allowed by cards.the1andonlime wrote:

Does this mean that Haqim's Law: Retribution is deliberately worded to allow it to be used on your minions when they are not acting?
No. You cannot give a bleed boost to non-bleeding minion.
