Good morning!
I have a question.
A locked vampire who uses an eye of argus to awaken followed by a second tradition to gain +2 perception. Is he forced to burn a blood and unlock?

no need, is a option to you, you can wake with EoA then use Second tradition, or just unlock and pay the blood without use EoA
