I need some time to get this fixed.
Amongst other things, I'm looking for a discussion with LSJ involving the impulse, Owain, and Arika (and quite probably Life Boon). If anyone can find it, it'll be quite enlightening.

I might have been wrong about who's responsibility it is to move the Coven. Its cardtext clearly states 'your predator takes control ..' rather than 'give control of the Coven to ..'

Which would mean the correct sequence would be (when A bleeding B, and it's B's turn):
B: passes (forgets to tap the Coven)
A: passes (forgets to take control of the Coven)
Then, after the turn is over, someone reminds that the Coven should have moved. Who's fault is it? Probably A's rather than B's (who merely forgot to tap it for blood).

@Kevin: I don't see any maths here... Cardtexts and applying the rules.

Here's the ruling I was looking for: [LSJ 20100723]

Applying it to the Coven: it your predator's responsibility (== it is mandatory for your predator) to take control of the Coven, during your discard phase. If they forget to do it, then:
- discard phase ends
- it's next player's turn.


Fixing game state: your predator takes control of the Coven. You don't get to tap it retroactively, because you passed the impulse. Your predator receives it as it was (tapped / untapped).

So, is the following legal?
  1. player A passes the impulse (by saying "next"/"i'm done with my turn"
  2. player B has the impulse and takes the Coven
  3. player A has nothing else to do / passes the impulse
  4. player B uses the Coven
  5. player A passes the impulse
  6. player B passes the impulse.
  7. other players pass the impulse
  8. A's prey's turn starts

Not exactly, because the Coven moves counter-clockwise. Here's the correct sequence
Let's say A => B => C => D => E => A (where '=>' is read 'bleeds')
It's A's turn.
  1. player A passes the impulse (by saying "next"/"i'm done with my turn"
  2. Players B, C, D pass.
  3. player E has the impulse and can't pass ( because she has to take the Coven). Let's say she uses the impulse to take the Coven (she could draw from Barrens, ...)
  4. players A, B, C, D have nothing else to do / pass the impulse
  5. player E uses the Coven
  6. players A, B, C, D pass the impulse
  7. player E passes the impulse.
  8. A's prey's turn starts
