Chanjelin Ward x Allies

Guys, does Chanjelin Ward prevent a Kiasyd from being targeted by direct actions from allies or am I mistaken? The card's text doesn't specify a vampire, but it costs an additional blood to perform actions against the vampire holding the card. What do you think?

Allies don't have blood so they can't even try to execute a action against the kyasid because they can't pay the cost to try, that simple
