No, this Primogen with CM and BO will have 2 votes (1-3+4), if negative valus sticks and counts a condeenation mute on a Bishop or Primogen will be a shot in your foot, i will put my -2 votes in favor of any referendum that Arishat and his infernal friends call being more efective than my original vote count

If he's titled, then the number of votes his title
is worth in the main referendum is reduced by one (negative values
treated as zero).

So if a primogen's title is worth -2 votes, the primogen has 0 votes with his title.
If that primogen plays a modifier for +2 votes, he would have 2 votes.
If he had another card stating that is title is worth +2 votes, he would be back to 1 vote (from his title) +2 votes from the modifier.
Reducing the number of votes a title is worth by X is not the same as giving a vampire a plain -X votes.

so if someone play Condemnation: Mute on a primogen (1-3= -2) this primogen have -2 votes-but that count how him have 0 votes,and if play for example Bewitching Oration to get +4 votes him now have 4 votes ( 0+4=4 )?

There is a difference between "The vampire gets -X votes" and "The vampire's title is worth -X votes".
In the first case, the votes can go negative.
In the second case, the title cannot be worth a negative value.
So:
Primogen with Condemnation Mute playing a Betwiching Oration has: 1 -3 + 4 = 2 votes.
Primogen with Rastacourere expressing votes in a Free States Rant and playing Betwitching Oration has: 0 +4 votes
since his title is worth 1-1-1 votes, which would be be negative, so it's worth 0 votes instead.
