Legacy of Power

Can I use a Wake card to use Legacy of Power? Or does the minion need to be unlocked?

Legacy of Power:
Requires a ready prince, justicar or Inner Circle member.
Only usable when another vampire you control enters combat. Lock this reacting vampire and end combat. Each of the vampires involved in that combat goes to torpor.

Ruling:
[ANK 20200109] Is played during combat. Combat cards can be played to continue combat or begin a new combat.

As this card is played during combat, the wake effect coming from a reaction card should have been played just before the combat.
I would recommend you to tell the acting player that you use the wake reaction card before combat (wether or not the action is being blocked). The combat starts and you use the Legacy of Power.
