First Tradition vs Action in the opponent turn was created by Sambomb
First Tradition: The Masquerade
Requires a prince or justicar.
If this referendum is successful, put this card in play. Each Methuselah must burn 2 pool during his or her unlock phase. A Methuselah can choose to skip his or her entire turn. Burn this card when the controller has either skipped 3 turns or burned a total of 6 pool by this effect.
Madness Network
Unique master.
Put this card in play. Unlocked Malkavians can take actions in any Methuselah's minion phase (follow normal sequencing rules). Any minion can burn this card as an action that any unlocked Malkavian (in addition to the normally eligible blockers) can attempt to block.
Enkil Cog
Unique. Requires a vampire with capacity 10 or more. Only usable after resolution of a successful bleed against your prey.
Put this card on this vampire. This vampire gets +1 bleed. During any Methuselah's minion phase, this vampire can lock this card to take an action.
The skipped turn includes the minion phase but how this interact with Madness and Enkil?
Skipping turns are not mentioned in the rules, I am not sure if this means the active player can't do anything in each of the phases but still goes through all of them enabling other players to interact with their turns or just ignore it completely to everyone

I'd say the skipped turn is not began and ended, just skipped, meaning no one can do anything "during" that turn.
I think that player skipping their turn is not the same as player not doing anything during that turn.
EDIT: I might be wrong. It's not the turn that is skipped, it's player skipping their turn, maybe the turn itself is still happening (allowing EK / MN). Interesting case.

Both Madness and Enkil, by their cardtext, allow vampires using those abilities to either " in any Methuselah's minion phase" or "During any Methuselah's minion phase". Now if player skips their turn, which, per the rulebook www.vekn.net/rulebook consists of "1. UNLOCK PHASE, 2. MASTER PHASE, 3. MINION PHASE, 4. INFLUENCE PHASE, 5. DISCARD PHASE" how can there be *any methuselah's minion phase" that allows Madness or Enkil cog actions?
As for what skipping is and it not being in the rules, thankfully Golden rule for cards is; "Whenever the cards contradict the rules, the cards take precedence."
So we consult what skipping is in english www.merriam-webster.com/dictionary/skip
First tradition skip verb targets something, a turn, so it's the transitive verb part we will be using. Skipping a turn thus means passing it over without notice or mention, another verb would be omit. If we do not notice or mention something, there clearly will be no steps for it for we do not mention or notice the turn, that naturally includes it's subgroups the various phases. It's english and group theory, blame the logic.
Rewording skipping for example to "do not take their turn" would only cause someone in 20 years come in and ask what does "taking" mean as it's not described in the rulebook either as you do not take your turn even when most of us use that while playing. But hopefully now we can get a ruling that skipped turns do not include their phase components.

The turn is fully skipped, including its component steps and phases, otherwise mandatory effects not controlled by the active player would still apply (they do not).
Also slightly relevant that the decision to skip or take the turn has been ruled to happen before the unlock phase, so as not to have a confusing "started and then immediately ended" situation.

The skipped turn does not happen for all players. There is an explicit ruling from LSJ as well on this very question that says exactly that.The skipped turn includes the minion phase but how this interact with Madness and Enkil?

Therefore you cannot take actions during a turn that is skipped.
