Is there a distinction between playing an action and performing an action?

In this case, if Epikasta Rigatos plays a Kine Resources Contested and Foureyes plays Mask of a Thousand Faces to take up the action and is not performing the action instead, can I shuffle the Kine Resources Contested back to my deck after the action?

I don't see anything conclusive in the rulings for either card.

You cannot "play an action". You can play an action card.

Yes, the card was played by Epikasta in the first place. The best analogy I could find is the same action modifier can be played twice, the first time by the original vampire, then by the masking vampire; because they are played by different vampires.
