Seduction valid targets

By rule, only minions of the target matuselah can try to block a action or, in the case of a indirect action, prey's and predator's minions, Aneke, falcon and eagle sight being the exceptions more commons

When someone declare a action, on announcr he can play a seduction on a not eligeble blocker? Like Monçada or another minion from the acting minion matuselah?

Seduction can be played on the superior dominant and target " any vampire."
Only Vapire, which is an ineligible blocker, is one not in the ready region.
