The current division of France is done into the 22 regions. The rest of the regions are overseas territories. As those are the official ISO 3166-2 subdivisions of France, and comprise of meaningful sized and officially used regions, I don't think those should be changed.

Brazil is divided in 5 Regions. You can use that. Is something natural to all brazilians. When asked from where we are, we answer saying our city, state and region.

Brazil isn't among those that I would see as a problem.
The point in here is to reduce the amount of subdivisions in areas, where the amount of subdivisions is extremely high compared to the surface area of the country.
United Kingdom: 231 subdivisions, 245,610km2 == 1055 km2/subdiv.
Thailand: 77 subdivisions, 513,120 km2 == 6664 km2/subdiv.
France: 37 subdivisions, 22 in Metropolitan France, 551,695 km2 == 25,100 km2/subdiv.
USA: 57 subdivisions, 9.8 million km2 == 172,000 km2/subdiv.
Russian Federation: 83 subdivisions, 17 million km2 == 205,000 km2/subdiv
Brazil: 27 subdivisions, 8.5 million km2 == 315,000 km2/subdiv.
Do you see the point with UK and Thailand? And also why e.g. France and Brasil do not need the reduction, but countries like UK and Thailand would need the reduction.

Given that Wales is taller than it is wide, I'd say East & West isn't the best split.
I'd probably go with:
North
Mid
South-West
South-East
