No. The text on prevents it from being played as long as a prior copy was played the same round. Likewise for Immortal Grapple. Contrast this with most bleed modifiers where the text prevents further modifiers from being played.

I vaguely remember a specific ruling that says you can't, but reading the CRR V.A.4, it seems you can.

Can I play Delaying Tactics on a Dia de los muertos / Cryptic rider passing referendum?

No. If a referendum will pass automatically (e.g., Cryptic Rider, Charming Lobby, Malkavian Rider Clause, Día de los Muertos), then no voting occurs during the automatic referendum, and most "during a political action" and "during a referendum" effects cannot be used. E.g., Delaying Tactics cannot be used to cancel the referendum. Any effects that operate on the number of votes that the referendum passed by have no effect. [LSJ 19980107]

You can gain the pool from the edge, then lose the 2 and 2 pool from the traditions. Card text says during your untap phase, and you can order things that happen during your untap phase as you like.

Yes. Why not?

Yes. "...can play reaction cards and attempt to block as though untapped...". Playing cards as if untapped is not compulsary.

No, unless the strike already deals aggravated damage.
